  1. I’m running Big Sur 11.5 on a MacBook Pro 2016 and the latest version of Safari 14.1.2 and I’m not able to change the background. There’s no toggle in the lower right part of the Safari window. The Safari window is completely white with no icons.

  2. That might be due to a setting. Open a Safari Tab and go to Safari from the menu bar, and select Preferences. Here check the options in front of New windows open with and New tabs open with. It might be set to Empty Page; change it to Start Page. Now you should get a Safari page with tabs and settings toggle.
