Apple allocated a substantial €7 million ($8.1 million) to lobbying efforts within the European Union last year, as stated by Corporate Europe Observatory. This financial commitment placed Apple among the top spenders in the sector, matching Amazon and Microsoft, while trailing Meta, which spent $10 million. Notably, tech companies collectively outspent both the pharmaceutical and automotive sectors on EU lobbying.
The tech industry’s lobbying budget surged from €113 million in 2023 to €151 million in 2025, marking a 33.6% rise over two years. This increase highlights the aggressive push by tech giants to shape Europe’s evolving digital regulations, particularly targeting the Digital Markets Act (DMA), a piece of legislation Apple has allegedly aimed to dilute or abolish.
Apple engaged in 76 documented meetings with European lawmakers and officials, breaking down to 29 meetings with European Commission staff and 47 with Members of the European Parliament (MEPs). This positioned Apple fourth among tech firms in meeting frequency. Amazon topped the list with 43 meetings with the Commission, followed by Microsoft (36), Google (35), with Apple closely trailing, and Meta (27). As for MEP discussions, Meta led with 63, followed by Amazon (49), Google (47), and Microsoft (34), mirroring Apple’s presence. These figures are likely conservative estimates, given EU transparency only mandates disclosure at senior levels.
Apple extends its lobbying reach through strategic involvement in industry groups and think tanks. The company is affiliated with 14 out of 15 significant EU tech policy organizations, allowing it to bolster its lobbying influence via collective corporate advocacy in Brussels.
