Solution #1: Reboot Your iPhone

Step #1. Force quit all the apps including Camera. Double press the Home button. Then, swipe up on the app card to quit all the apps running in the background.
Step #2. Hold on the volume down button and power on/off button at once for about ten sends until Apple logo appears on the screen.
Step #3. Once your device restarts, launch the Camera app. It should work as usual now.
Solution #2: Turn off Location Services and Background App Refresh
Use Location Services only when required. The constant location tracking significantly drains the battery and even causes the device to overheat. Also, disable Background App Refresh to prevent applications from running in the background. Check out the pending updates for Apps. It's better to update all the apps to the latest version.
- Settings → Privacy → Location Services.
- Settings → General → Background App Refresh.
- App Store → Updates → Update All.
Once you have turned off location tracking, background app refresh and updated all the apps, restart your device. Now, open the Camera app and start shooting videos or snapping pics. It should function properly.
Solution #3: Update iOS of your iPhone
