Step #1. Launch Settings app on your iPhone/iPad.

Step #2. Tap on Touch ID & Passcode.

Step #4. Scroll down to the section: ALLOW ACCESS WHEN LOCKED.

Step #5. Toggle the option of Siri OFF.
